From the cited article it clearly shows they are lying given the measures they are taking with his treatment. You don't use robots to treat a patient if there is no threat.

BUT if you can use a robot then he is not a threat to the staff

May this will open up much more use of robots in medical facilities - it will be expensive, but probably not as expensive as having your staff die.
