They were on diversion due to staffing issues, not Ebola. It's not uncommon. I've been diverted many times with patients because the ER at the intended hospital had closed it's doors because it was at capacity. It doesn't take much - an auto accident with multiple casualties at the same time as an apartment fire, and the beds are all full and staff stretched to the limit.
