Germans told to stockpile food and water for civil defence. 2 attacks have fuelled concern about national security. For the first time since the Cold War the German government is advising citizens to stockpile food and water for use in a national emergency. Some opposition MPs said the new civil defence concept, to go before ministers on Wednesday, was scaremongering. Citizens are advised to store enough food to last them 10 days, because initially a disaster might put national emergency services beyond reach. Five days' water - two litres (half a gallon) per person daily - is advised. The German news website Frankfurter Allgemeine (FAZ) said the new concept was set out in a 69-page German Interior Ministry document. The document said "an attack on German territory, requiring conventional defence of the nation, is unlikely". But, it said, a major security threat to the nation in future could not be ruled out, so civil defence measures were necessary. Soon, Germans began tweeting ironically under the hashtag "Hamsterkaeufe" (panic-buying). Interior Minister Thomas de Maiziere told a group of schoolchildren that Germany must be prepared to react if water or food reserves were poisoned, or if oil and gas supplies were interrupted. The parliamentary head of the left-wing Die Linke party, Dietmar Bartsch, criticised the move, saying "you can completely unsettle people with yet another round of proposals, such as hoarding supplies". The Greens' deputy parliamentary leader, Konstantin von Notz, said it was sensible to update civil defence advice which had not been touched since 1995. But he warned against mixing up possible military or terrorist scenarios, saying "I can't see any attack scenario that merits a stockpiling of supplies by the population". Germany's civil defence: Cold War and now. About 2,000 public bunkers and shelters were built in West Germany, with federal funding (former East Germany had its own communist network of shelters). There was a wide mix of shelters - eg in garages, schools, private cellars. A special government nuclear bunker was built in Bad Neuenahr-Ahrweiler, 30km (19 miles) from Bonn. The law says Cold War-era shelters must not be converted into new types of building Germany still has stockpiles of food - eg milk powder and beans - at secret locations, for a national emergency. Inventories are regularly checked and renewed. Emergency offices to issue food and fuel stamps, under national rationing system in a disaster. Although Superstation95 is not always the best source for news https://www.superstation95.com/index.php/world/1870 and VT http://www.veteranstoday.com/2016/08/22/top-us-commander-warns-syria-russia-against-operations-near-american-positions/ can give an indication of "news behind the news".
Russia has given the US/NATO a severe blow in the Middle East. The US/NATO proberbly are planning actions to regain grounds. Turkey (Greece, Egypt more ?) could become "under Russia/China influence" more than the US/NATO would like. Both in Syria-with western MSM propaganda using children- and Ukraine "situation can escalate". China versus Japan or Philipines is also on the chessboard. Germany is next-door for us-I live 10 miles from the German border. If things get out of control there we will feel it also in the rest of Europe. https://www.rt.com/news/356813-germany-government-conscription-draft/ and http://www.zerohedge.com/news/2016-08-22/follow-money-trail-source-russian-threat-paranoia, http://theduran.com/indian-foreign-minister-damascus-assad-visit/. War is always a big investment; if the war-planners want to make a profit out of their crimes they want to reduce their risks to the maximum and put the bill on the taxpayer. As long as the public accepts the official lies about how wars start-and not follow the money-we will see new wars again and again.

I expect Russia will react somehow. So far no news of a Jordan front "to fight IS" in Syria.

This is a very interesting development. I was surprised by the announcement because there's no way to hide the underlying message of panic.

Those who got it wrong, for whatever reason, may feel defensive and retrench into a position that doesn’t accord with the facts.

Our government here in NZ can get away with it because of the high earthquake / tsunami / volcanic eruption risk, but Germany doesn't have any of those potential hazards.

Developments in Germany immediately effect the trade wioth its neighbours. The Netherlands in history has been a sort of half-part of Germany. Still the stockpile-story is not making headlines in the Netherlands.
A main reason for that may be that there are some specific German aspects. The (neo)nazi npd (nationale party deutschland) is illigal but has some influence in both police and army. Pegida and "Alternative für Deutschland" (AfD) have big support. There is a growing risk of conflicts between right wing groups in Germany and left wing groups/refugees. Sexual harrasments of women is not incidental and also the recent (some with a possible link to IS) terror-acts (by refugees) increase tensions. Germany is still divided in several parts. In the former DDR/East Germany there is more poverty and unemployment. Bavaria/Bayern is rich, CSU-conservative but not willing to pay much more for other parts of Germany. NorthRhein Westphalia, ruhrarea, is over 18 million people who have nothing with the Bayern or christian-democrats. Angela Merkel once unified Germany but did loose much of her popularity while there is no real replacement yet. (The leader of AfD https://en.wikipedia.org/wiki/Frauke_Petry has no widespread support.) Germany still has church-tax people pay to the government. But sexual scandals means that the (Catolic) church did loose influence. Islam is becoming a major religion in Germany. The link between the church and politics is also under pressure. A lot of ingredients for unrest. In Germany also several million people with Turkish background live-so the unrest in Turkey is also having an effect on Germany.
