	A pandemic is a threat to national security and the procedures to protect the republic will go into effect. Procedures such as enacting and suspending laws overnight up to and including the suspension of the Bill of Rights. Quarantine and isolation will work if there are supplies to support folks for any period of time. Since H5N1 waves will last several weeks to months, it will be a challange to keep this many people isolated. There are 2 type of quarantine: 1 if you are not ill but have been exposed. If you become ill you'll be placed in isolation, and 2 if you are not ill and haven't been exposed. Don't expect the local, state or federal government to provide these services (ala Katrina), there is no way they can support the numbers. Isolation patients will be of 3 types: Level 1 will be very ill and die regardless of treatment (cytokine storm) Level 2 will be very ill and may survive with good I.C.U. treatment and luck. Level 3 will have familiar flu symptoms and will become Level 2 patients if supplies, food and water are not available. H5N1 patients are very, very sick.
