Clothes, shoes, boots, and jackets in "next year" sizes
Books that are "ahead" of where they're reading now
Toys, games, etc. that may be too complicated for them now but they'll enjoy in the future if you are sheltering in your house next fall/winter

This doesn't have to be expensive--I regularly check the thrift store/yard sales for things like this. If a disaster doesn't come, you'll use them anyway as your child grows, so it's just a convenient thing to do.

Color books, crayons (I have lots of these, stocked up at back to school time, and have lots of unused boxes), pads of paper or loose-leaf notebook paper, glue, markers, puzzles...anything to entertain them.
Also, there are recipes for "homemade playdough"
Here is a link for all different kinds: http://babyparenting.about.com/cs/activities/a/playdough.htm - http://babyparenting.about.com/cs/activities/a/playdough.htm

July, watch the cake mix. They should be put in freezer for 3 days (like all flour, cornmeal, pancake mixes, etc) for 3 days to kill off the bugs. Then watch the pull date, the cake will not rise if it is too old. BTW, something I learned the hard way. D
