Mosul is believed to be the financial (oil trade, Gulf State donations), communications (via Turkey satelite connections all over the world-most likely the command for the Paris and Brussels attacks came from Mosul) and intelligence center. It is protected against Kurdish fighters by a Turkish army unit in Iraq.
In Belgium itself Belgian, French and other "groups" (police, intelligence, informers etc.) may be succesfull in their search for IS-cells. (Although Germany may be having hundreds of IS fighters-more than any other western nation). That succes may have hastened the Brussels attacks. (The arrest of Salah Abdeslam, he was only a minor figure in IS, means a network of "safe-houses"has become unsafe for IS-terrorists).

A goal for these Brussels attacks may be to get Europe behind the US in foreign policy. IS is funded by donations from wahabist/salafist fanatics and "friends of the west" in the Gulf States and Pakistan, Turkey. Also oil-trade-now mostly from northern Iraq via Kurdish traders towards Turkey, bought by Israel and western oil companies is financing IS.
Russia, Iran and Assad are the biggest threats for IS. The west still is playing a double game for oil-interests and against Russia and China. The IS-fighters partly go back to the Saddam Hoessein Iraqi-army, partly consists of foreign fighters from Europe, Russia, China-most of these countries are cynical and wanted to get rid of young unemployed muslim men-it did not work out the way they expected. (IS fighters were supposed to buy a one-way ticket to paradise in Syria, Iraq etc, but they lasted longer.) Also special forces (Israel, Turkey, Qatar, KSA, US, etc. may play some role in some IS operations.)
There will be more IS-terrorist attacks. In Germany some attemps were made but failed. Russia has an active intelligence network against Islamic fighters-faces problems in Dagastan, Chechnia etc. Also China is dealing with Islamic fighters inside their borders in western China. IS fighters show up in Ukraine, Libya, Afghanistan-suggesting a "network" is behind them providing transport and communications.
The IS-leader now might be in IS-held region of Libya, after getting wounded by a US attack in Syria/Raqqa and medical aid in Turkey to safe his life. One of the reasons Israel is not attacked by IS is that also in northern Israel a hospital is caring for IS fighters.
