The 9/11-2001 attacks on the WTC and Pentagon were the reason for "the war on terror". Since that time the world did not get safer. Democratic freedoms were under pressure and several nations were destroyed in this "war". 

NATO is being linked to IS like NATO (or US) was linked to terrorist groups to get the Soviet Union out of Afghanistan, the contra's in Nicaragua, Renamo in Mozambique etc. In western Europe there were also "stay-behind"organizations for the occasion the Soviet Union might occupy (that part of) Europe (or a communist party would winn the election. In the Netherlands after the second world war the communist (Moscow linked) did get 12% of the votes, in France, Italy, Greece there were also strong communist movements). Those "stay behind"organizations did have links with fascist terrorist groups in Italy, criminal gangs in Belgium. 

There are speculations on several events in the US about what "realy happened".
