If the Mexican virus gets contagious - mutates with the Brazil virus - and that can happen - we have a serious Pandemic on our hands.

One cause of the CFR being high in a country is if they only test seriously ill people for the coronavirus.   


Mexico is currently at  51.901 tests / million,  Brazil which also is low on testing has a rate four times higher (219,010).  For high figures one needs to go to Denmark where on average every citizen has been tested 7 times (USA is at 1.3 tests per person).


Lack of testing, is also part of what Josh mentioned as 'mismanagement'.
