Putin Announces Partial Mobilization In Ukraine War Escalation, Says West Wants To "Destroy Russia"

In a nationwide address that was delayed from its prime-time Tuesday delivery and ahead of votes in four Ukraine regions to join Russia, on Wednesday morning Russian President Vladimir Putin announced a partial military mobilization, while vowing to use all means necessary to defend Russia and pledged to annex the territories already occupied by Russia, raising the stakes in the seven-month-old conflict.

Calling the moves “urgent, necessary steps to defend the sovereignty, security and territorial integrity of Russia,” Putin said that Russia is fighting the full might of NATO. The US and its allies, he said, are seeking to “destroy” Russia.

The partial mobilization means that reservists will be drafted into military service, Putin said, starting immediately. The Armed Forces will draw on military reservists only, and those who have completed national service, the president said promising that they will be provided with additional training along with all the benefits due to people involved in active duty.

The measure is "sensible and necessary" under the circumstances, Putin stated, adding that he has already signed an order for the call-up to start immediately.

In his speech, Putin accused Kiev of backing away from peace talks, acting on direct orders from its Western allies. Instead of negotiating, the Ukrainian government has beefed up its military with NATO-trained troops, many of whom are neo-Nazi extremists, he said.

Putin also accused the west of using "nuclear blackmail" against Russia noting that "if its territorial integrity is threatened Russia will definitely use all the means at its disposal." to defend Russian territory. "This is not a bluff."

Russian forces sent to Ukraine in February have secured a large portion of territory claimed by the Donetsk and Lugansk People’s Republics as well as parts of Ukraine, and the resulting frontline stretches over 1,000km, according to the Russian president.

Putin also commented on the upcoming referendums in the two Donbass republics and two regions of Ukraine currently controlled to a large extent by Russian troops. The territories which include Luhansk, Donetsk, Kherson and Zaporizhzhia provinces, have announced plebiscites on whether become part of Russia, with the ballots scheduled to start on Friday. Putin said his government will respect the outcome of the four referendums, and provide security for the voting process.

Some other notable highlights from Putin's address:

  • the contracts for reserves last "until the end of the partial mobilization period" i.e. indefinitely
  • governors of Russian regions decide who and how many people get sent to the front

Putin's full decree on mobilization can be found on the Kremlin website although it is blocked for most western browsers. It says mobilized Russians will be treated the same as contract troops. The criteria for exemption are age, health, being in jail, and working in the armaments industry. Details from the (google-translated) decree below:

In accordance with the federal laws of May 31, 1996 No. 61-FZ "On Defense", of February 26, 1997 No. 31-FZ "On mobilization training and mobilization in the Russian Federation" and of March 28, 1998 No. 53- Federal Law "On military duty and military service" I decide:

1. To announce partial mobilization in the Russian Federation from September 21, 2022.

2. To carry out the call of citizens of the Russian Federation for military service for mobilization in the Armed Forces of the Russian Federation. Citizens of the Russian Federation called up for military service by mobilization have the status of military personnel serving in the Armed Forces of the Russian Federation under a contract.

3. Establish that the level of pay for citizens of the Russian Federation called up for military service by mobilization into the Armed Forces of the Russian Federation corresponds to the level of pay for military personnel serving in the Armed Forces of the Russian Federation under a contract.

4. Contracts for the passage of military service concluded by military personnel continue to be valid until the end of the period of partial mobilization, with the exception of cases of dismissal of military personnel from military service on the grounds established by this Decree.

5. Establish during the period of partial mobilization the following grounds for the dismissal from military service of servicemen undergoing military service under a contract, as well as citizens of the Russian Federation called up for military service for mobilization in the Armed Forces of the Russian Federation:

a) by age - upon reaching the age limit for military service;

b) for health reasons - in connection with their recognition by the military medical commission as unfit for military service, with the exception of military personnel who have expressed a desire to continue military service in military positions that can be replaced by the specified military personnel;

c) in connection with the entry into force of a court verdict on the imposition of a sentence of imprisonment.

6. To the Government of the Russian Federation:

a) to finance activities for partial mobilization;

b) take the necessary measures to meet the needs of the Armed Forces of the Russian Federation, other troops, military formations and bodies during the period of partial mobilization.

8. The highest officials of the constituent entities of the Russian Federation shall ensure the conscription of citizens for military service for mobilization in the Armed Forces of the Russian Federation in the number and within the time limits determined by the Ministry of Defense of the Russian Federation for each constituent entity of the Russian Federation.

9. Provide citizens of the Russian Federation working in organizations of the military-industrial complex with the right to deferment from conscription for military service for mobilization (for the period of work in these organizations). The categories of citizens of the Russian Federation who are granted the right to deferment and the procedure for granting it are determined by the Government of the Russian Federation.

10. This Decree comes into force from the day of its official publication.

Following Putin's address, Russia's minister of defense Sergei Shoigu also delivered a nationwide TV address, in which he said that the battlefield conditions in Ukraine as "difficult."

"We are not fighting with Ukraine, but with the collective west " he said, noting mobilization will be gradual, not one-time. He also added more nuclear threats: "All types of arms, including the nuclear triad, are fulfilling their tasks."

Some more highlights from Shoigu's address:

  • Calling up the reserves adds about 300,000 men to Russia's forces
  • "These are not people who've never seen or heard anything about the army."
  • Students are exempt and "only 1% of mobilization potential" will be used

Following the partial mobilization announcement, oil and gold surged...

-NATO/west NOT willing to go for serious talks is pushing "neutral countries" (India, Brazil, Mexico etc.) towards Russia..

-US actions regarding Taiwan are seen as another western provocation...by most of the rest..

-NATO mobilization may spark widespread unrest in "the west"...Most people do NOT want global war for NATO expansionism and US weaponsales to Taiwan !

Russia Announces Partial Mobilization

The expected TV speech by the President of the Russian Federation Vladimir Putin, announced for yesterday evening, did happen only this morning.

Putin announced a partial mobilization of military reserves:

Only citizens who are currently in the reserve and, above all, those who served in the ranks of the Armed Forces, have certain military specialties and relevant experience will be subject to conscription for military service.

Those called up for military service before being sent to the units will necessarily undergo additional military training taking into account the experience of a special military operation.

Additionally all military service contracts (usually 3 to 12 months) currently in force are extended indefinitely.

Putin said that the current conflict was instigated by the West, noting that the Western countries seek the destruction and disintegration of Russia. He said that the West had been supporting international terrorists, promoted the infrastructure of the NATO offensive close to Russia's borders and fostered Russophobia.

Defense Minister Sergei Shoigu said (videoSputnik report) that 300,000 reservist will be mobilized. Conscripts and people currently studying will not be send to Ukraine.

He also said that, so far, 5,937 Russian soldiers have died during the war in Ukraine. (This number does not include the militia of the DPR and LPR, or the Wagner group, who have done most of the front line work and thus have had higher losses.) Shoigu puts Ukrainian losses at some 62,000 killed and some 50,000 wounded. (I regard this as a low estimate.)

Russia's total military reserve, people who have previously gone through military training, is 25 million. It also has the equipment to arm those forces.

There are rumors that the Ukraine is preparing for an all out offensive, mobilizing and preparing new units from Kiev and further west for one big push against the Russian and allied forces. It will take a few months to prepare for this. The Ukraine will need much more equipment and ammunition from the 'west', including 'western' tanks and infantry fighting vehicles, and has yet to train troops to be able to use it. It is likely intending to start the offensive only in spring.

The call up Russia announced now may have the intent to draw Kiev into a premature launch of its general offensive. The mobilized Russian troops will take about three months to be ready for war. Russia could thus launch its own offensive during the winter season. In the meantime constant defensive work will continue to severely degrade the Ukrainian units which are currently on or near the front lines.

With a force of an additional 300,000 troops, far beyond the 100,000 to 150,000 engaged now in the war, the Russia forces could change their tactics from the slow grind that is happening now into a larger scale maneuver war with heavy strikes into the operational depth of the frontline.

Belarus, allied with the Russian Federation, is also in the process of getting ready for war. It could, as it had threatened before, cut of the supply lines from the 'west' into the Ukraine in the western part of that country.

Should current Ukrainian attacks on civilians and infrastructure in Russia and the Donbas regions continue we can expect that the Russian forces will start to degrade Ukrainian infrastructure on a large scale. The electricity and railway networks would be the primary targets.

Update:

Some two weeks ago a successful Ukrainian offensive led to the retreat of Russian troops in the Kharkov region. That at least is the 'western' version of that story. A different narrative is that the Russian troops intentionally withdrew from the region to raise Russian calls for an escalation of the war.  The Izium withdrawal was thus probably a mere catalyst for 'starting in earnest':

The Russian public, which at first did not fully understand why the war was necessary, has since grown in its awareness. It now understands the big game that is played against its country. It may soon demand to adjust the level of resources put into the war to the one needed for a decisive victory. Polls will clarify if or when that point is reached.

That is why Dima concludes that: "We can say that today was the best ever [..] day for the Russians in the territory of Ukraine."

It is now probably assured that they will be liberated. One way or another.

I also believe that the withdrawal from the Izium region, which left behind a significant number of pro-Russian civilians under deadly threats from fascist 'filtration' groups, will be the catalyst for a significant escalation on the Russian side.

The gloves are coming off.

There is apparently not an official English translation up yet, and in any event, the Kremlin site is blocked in the US (which it hasn’t been since early in the Special Military Operation) and even to friendly VPN users in some countries in Asia. In his address to the people on September 21, Russian President Vladimir Putin announced partial mobilization in the Russian Federation. In total, 300 thousand reservists will be conscripted, according to the Russian Defence Minister.

Only those servicemen who are currently in reserve, i.e. those who served the compulsory military service, will be called up to take part in the military operations.

It is reported that those called up for military service will necessarily undergo additional military training. First of all, those who served in the Armed Forces of the Russian Federation and have the appropriate skills, experience and military specialization.

The mobilized persons will receive payments and the status of military personnel serving under the contract, the president said.

The Russian leader added that mobilization activities will begin on September 21.

Shoigu clarified that the purpose of partial mobilization is consolidation on the occupied territories and their control.

Mobilization of the Russian military was necessary for achievement of the declared goals of the special military operation in Ukraine. Deployment of hundreds of thousands od servicemen will first of all remove the factor of numerical superiority of the Armed Forces of Ukraine n the battlefield. According to the Russian Minister of Defence, the Kiev regime has mobilized almost 300 thousand people in Ukraine. This superiority allows the Ukrainians to launch offensive operations, regardless of heavy losses, like for example during the Ukrainian offensive in the Kherson region. An increase in the number of Russian troops in Ukraine will also allow to strengthen Russian defences and military supplies.

Putin’s speech clearly demonstrated that the Russia’s political leadership has finally accepted the fact that Russia is now fighting NATO not Ukrainian military.

The goal of the West is to weaken, divide and destroy our country, Vladimir Putin said.

Today in his speech, the head of the Russian Defense Ministry Sergei Shoigu declared that about 70 military, over 200 civilian satellites and the military of North Atlantic Alliance, who commands the operations of the Armed Forces of Ukraine, are working in Ukraine in the interests of Kiev.

The main goal of the SVO remains the same. It is the complete liberation of Donbass. From September 23 to 27, the DPR, LPR the Kherson and Zaporozhie regions will hold referendum on joining the Russian Federation. Putin confirmed that Russia will support the decision of the people on these territories.

In his speech, President Putin made a clear sign to the West that Russia will not step back to defend its national interests and security. If the territorial integrity of Russia is threatened, all available means will be used. This is not a bluff, Putin said.

Clash of the two systems of governance, as George Soros formulated it in his remarks to the World Economic Forum conference in May, seems to have reached a phase transition. Russian President Vladimir Putin has returned from last week’s summit of the Shanghai Cooperation Organization conference in Samarkand with a palpable sense of confidence and determination, and it does appear that he has obtained reassurances of support from all the key leaders during the event, including China’s Xi Jinping, India’s Narendra Modi, Turkey’s Recep Tayyip Erdogan, Iran’s Ebrahim Raisi, and even the new PM of Pakistan, Shehbaz Sharif.

Russia is ready to shift gears

Now, the leadership of Russia is prepared to shift gears in Ukraine. While annexation of the Donbas region wasn’t part of the objectives set out at the outset of the “Special Military Operation” in February, this could be about to change. Namely, public referendums have been announced and will be held between 23 and 27 September in all the key regions controlled by Russia. The people will be voting on whether they want to become absorbed in Russian federation. This move will have a massive impact and remove any legal strictures the Russian leadership observed by waging war in foreign territory. Soon, this could become Russian territory and any attacks on Kherson, Donetsk, Lugansk or Zaporozhye will be regarded as attacks on Russia proper.

Laws for thee, rules for me

This prospect has triggered quite a consternation in Washington, London and Bruxelles where political and military leaderships are sure to reject any such changes. American Secretary of State Antony Blinken wasted no time to declare that, “Any Russian sham ‘referenda’ in Ukraine would be illegitimate and an affront to the principles of sovereignty and territorial integrity…

Some might disagree, however. In July 2010, the International Court of Justice issued an “Advisory Opinion” on Kosovo (previously part of Serbia) in which it determined a few important points of international law. Namely:

  1. Unilateral declarations of independence are not illegal under international law.
  2. People’s right to self-determination supersedes territorial integrity.

But some restrictions do apply, so these principles don’t extend to the likes of the people of Catalunya. Or Crimea. Or for any people in Ukraine for that matter. You see, there’s international law and then there’s the rules. We use rules to determine which laws we observe and which ones we disregard. So rules must necessarily supersede the law. I think.

Rules based order or bust…

Jest aside, western empire is now overtly and explicitly committed to this “rules based global order,” and Russia is clearly the greatest threat to that order. At last weekend’s NATO’s Military Committee Conference held in Tallinn (16-18 Sep. 2022), Estonia’s Defence Forces Chief Martin Herem delivered a speech stating as follows: “Collectively we must deny Russia the possibility to change today’s rules-based international order.” On that same occasion, the Committee’s chairman Admiral Rob Bauer announced “the biggest overhaul of our military structures since 1949.”

This morning’s news from Russia are more ominous still. Russia’s Defence Minister Sergei Shoigu made it explicit that, “The time has come when we are at war with NATO and the collective West.” Apparently, Russia is now preparing to mobilize another 300,000 reservists and we know that such a force is not required in Ukraine alone. Another rumor from Russia this morning is that the Governor of the Central Bank of Russia, Elvira Niabullina has tendered her resignation to President Putin.

It appears that we are at the precipice of a major escalation and the channels of de-escalation are falling silent. For reasons that are still unclear, a call between Vladimir Putin and French President Macron failed to even take place yesterday (according to some reports, it was Vladimir Putin who wanted to speak to Macron but Macron declined the call while other reports stated the opposite – Macron tried to get through but Putin declined).

Boris Johnson’s excellent adventure

We should recall that only a few months ago Henry Kissinger warned the collective west to stand down and avoid this conflict even at the price of ceding Ukraine’s territory, but his warnings fell on deaf ears. That was in late May. In fact in April and in July of this year negotiated settlement of the Ukraine crisis was being seriously discussed between Kiev and Moscow. But on both occasions, Boris Johnson intervened to torpedo the negotiations and abruptly flew to Kiev to persuade Ukraine’s President Zelensky to end the talks.

Iran and Azerbaijan have started construction works for a major motorway bridge over the border river of Aras amid plans to set up a new transit corridor connecting Azerbaijan to its exclave of Nakhchivan through the Iranian territory.

A Wednesday report by the IRIB News said that Iranian transportation minister Rostam Qassemi and Azerbaijan’s Prime Minister Shahin Mustafayev attended a virtual meeting earlier in the day that marked the start of construction works for the bridge on Aras.

The report said that the motorway bridge will be 220 meters in length and 25 meters wide and will finish in 18 months.

The Aras River runs for hundreds of kilometers along the borders between Iran and both Armenia and Azerbaijan.  A report by the Iranian transportation ministry said that the new bridge will be constructed in the Agbend region in southwest Azerbaijan.

It said that the bridge is part of a project to establish a corridor inside Iran and along the Armenian border that will connect Azerbaijan to Nakhchivan.

Such a corridor became necessary after a war between neighbors Azerbaijan and Armenia in 2020 which resulted in the liberation of Azeri territories formerly occupied by pro-Armenia forces.

Azerbaijan initially sought to set up a corridor from the liberated regions to Nakhchivan through the Armenian territories, an idea opposed by Iran due to its impacts on border status quo in the region.

Iran has indicated in the past that it would not tolerate any change in the historic status quo of areas that were once part of Iran and still have deep ties to the Iranian culture.

Russia released ten foreign mercenaries who were fighting in Ukraine after successful mediation efforts by Saudi Arabia’s Crown Prince Mohammed bin Salman, the Kingdom Ministry of Foreign Affairs announced on September 21.

In a statement shared by the Saudi Press Agency, the ministry said that a plane carrying the ten mercenaries arrived from Russia to Riyadh.

The mercenaries, five British citizens, one Moroccan, one Swede, one Croat, and two Americans, were captured by the Russian military and its allies in the area of the special operation in Ukraine. The Saudi Crown Prince had been in direct contact with the Russia and Ukraine as a part of the mediation efforts for their release.

Earlier on Wednesday Russian President Vladimir Putin announced what he dubbed a “partial mobilization” of national forces while vowing to use all means necessary to defend Russia and pledged to annex the territories already occupied by Russia, as we detailed, significantly raising the stakes in the seven-month-old conflict.

Various countries around the globe were quick to react, most especially China, which issued a statement within hours after the speech calling for “ceasefire through dialogue”. China has throughout the war defended in various statements Russia’s ‘legitimate’ security concerns about NATO expansion while continuing to tout close, positive ties with Moscow.

But this is perhaps the first time Beijing has so clearly and publicly pushed for a ceasefire after such a key Moscow announcement, with Foreign Ministry spokesperson Wang Wenbin calling for “a cease-fire through negotiations and solutions that answer all parties’ security concerns,” according to state-run Global Times.

“Every country’s reasonable security concerns should be valued, and all efforts conducive to resolving the crisis peacefully should be supported. China calls for dialogue and consultation to resolve the divergences,” Wang added.

While China worded its statement carefully as focusing on a solution that would advance the security concerns of “all parties” – the statements coming from other international quarters continued laying blame for the conflict squarely on Russian and on Putin.

The rift between Brussels and Budapest is getting wider by the day as Viktor Orban’s Hungary is running out of patience for the European Union’s suicidal policies. After years of wrangling and threats from Brussels that it will trigger the much-touted “rule of law” mechanism against the Central European country, it seems the EU is moving towards action, as it cannot allow Hungary to become a precedent that would serve as a “non-compliance” inspiration for other members to follow.

Forget development. Washington’s primary interest in Africa today is keeping the Chinese and Russians out.

In a rational environment, the 77th session of the UN General Assembly (UNGA) would discuss alleviating the trials and tribulations of the Global South, especially Africa.

That won’t be the case. Like a deer caught in the geopolitical headlights, UN Secretary-General Antonio Guterres issued platitudes about a gloomy “winter of global discontent,” even as the proverbial imperial doomsayers criticized the UN’s “crisis of faith” and blasted the “unprovoked war” started by Russia.

Of course the slow-motion genocide of Donbass russophone residents for eight years would never be recognized as a provocation.

Guterres spoke of Afghanistan, “where the economy is in ruins and human rights are being trampled” – but he did not dare to offer context. In Libya, “divisions continue to jeopardize the country” – once again, no context. Not to mention Iraq, where “ongoing tensions threaten ongoing stability.”

Africa has 54 nations as UN members. Any truly representative UNGA meeting should place Africa’s problems at the forefront. Once again, that’s not the case. So it is left to African leaders to offer that much-needed context outside of the UN building in New York.

As the only African member of the G20, South African President Cyril Ramaphosa recently urged the US not to “punish” the whole continent by forcing nations to demonize or sanction Russia. Washington’s introduction of legislation dubbed the Countering Malign Russian Activities in Africa Act, he says, “will harm Africa and marginalize the continent.”

South Africa is a BRICS member – a concept that is anathema in the Beltway – and embraces a policy of non-alignment among world powers. An emerging 21st century version of the 1960s Non-Aligned Movement (NAM) is strengthening across the Global South – and especially Africa – much to the revulsion of the US and its minions.

Back at the UNGA, Guterres invoked the global fertilizer crisis – again, with no context. Russian diplomacy has repeatedly stressed that Moscow is ready to export 30 million tons of grain and over 20 million tons of fertilizer by the end of 2022. What is left unsaid in the west, is that only the importation of fertilizers to the EU is “allowed,” while transit to Africa is not.

Guterres said he was trying to persuade EU leaders to lift sanctions on Russian fertilizer exports, which directly affect cargo payments and shipping insurance. Russia’s Uralchem, for instance, even offered to supply fertilizers to Africa for free.

Yet from the point of view of the US and its EU vassals, the only thing that matters is to counter Russia and China in Africa. Senegal’s President Macky Sall has remarked how this policy is leaving “a bitter taste.”

‘We forbid you to build your pipeline’

It gets worse. The largely ineffectual EU Parliament now wants to stop the construction of the 1,445 km-long East African Crude Oil Pipeline (EACOP) from Uganda to Tanzania, invoking hazy human rights violations, environmental threats, and “advising” member countries to simply drop out of the project.

Uganda is counting on more than 6 billion barrels of oil to sustain an employment boom and finally move the nation to middle-income status. It was up to Ugandan Parliament Deputy Speaker Thomas Tayebwa to offer much-needed context:

“It is imprudent to say that Uganda’s oil projects will exacerbate climate change, yet it is a fact that the EU block with only 10 percent of the world’s population is responsible for 25 percent of global emissions, and Africa with 20 percent of the world’s population is responsible for 3 percent of emissions. The EU and other western countries are historically responsible for climate change. Who then should stop or slow down the development of natural resources? Certainly not Africa or Uganda.”

The EU Parliament, moreover, is a staunch puppet of the biofuel lobby. It has refused to amend a law that would have stopped the use of food crops for fuel production, actually contributing to what the UN Food Program has described as “a global emergency of unprecedented magnitude.” No less than 350 million people are on the brink of starvation across Africa.

Instead, the G7’s notion of “helping” Africa is crystallized in the US-led Build Back Better World (B3W) – Washington’s anaemic attempt to counter Beijing’s ambitious Belt and Road Initiative (BRI) – which focuses on “climate, health and health security, digital technology, and gender equity and equality,” according to the White House. Practical issues of infrastructure and sustainable development, which are at the heart of China’s plan, are simply ignored by the B3W.

Initially, a few “promising” projects were identified by a traveling US delegation in Senegal and Ghana. Senegalese diplomatic sources have since confirmed that these projects have nothing whatsoever to do with building infrastructure.

B3W, predictably, fizzled out. After all, the US-led project was little more than a public relations gimmick to undermine the Chinese, with negligible effect on narrowing the $40-plus trillion worth of infrastructure needed to be built across the Global South by 2035.

Have YALI, will travel

Imperial initiatives in Africa – apart from the US military’s Africa Command (AFRICOM), which amounts to raw militarization of the continent – brings us to the curious case of YALI (Young African Leaders Initiative), widely touted in the Washington-New York axis as “the most innovative” policy of the Obama years.

Launched in 2010, YALI was framed as “empowering the new generation of Africa leadership” – a euphemism for educating (or brainwashing) them the American way. The mechanism is simple: investing in and bringing hundreds of young African potential leaders to US universities for a short, six-week “training” on “business, civil leadership, entrepreneurship, and public management.” Then, four days in Washington to meet “leaders in the administration,” and a photo op with Obama.

The project was coordinated by US embassies in Africa, and targeted young men and women from sub-Saharan Africa’s 49 nations – including those under US sanctions, like Sudan, Eritrea, and Zimbabwe – proficient in English, with a “commitment” to return to Africa. Roughly 80 percent during the initial years had never been to the US, and more than 50 percent grew up outside of big cities.

Then, in a speech in 2013 in South Africa, Obama announced the establishment of the Washington Fellowship, later renamed the Mandela-Washington Fellowship (MWF).

That’s still ongoing. In 2022, MWF should be granted to 700 “outstanding young leaders from sub-Saharan Africa,” who follow “Leadership Institutes” at nearly 40 US universities, before their short stint in Washington. After which, they are ready for “long-term engagement between the United States and Africa.”

And all that for literally peanuts, as MWF was enthusiastically billed by the Democrat establishment as cost-efficient: $24,000 per fellow, paid by participant US universities as well as Coca-Cola, IBM, MasterCard Foundation, Microsoft, Intel, McKinsey, GE, and Procter & Gamble.

And that didn’t stop with MWF. USAID went a step further, and invested over $38 million – plus $10 million from the MasterCard Foundation – to set up four Regional Leadership Centers (RLCs) in South Africa, Kenya, Ghana, and Senegal. These were training, long distance and in-class, at least 3,500 ‘future leaders’ a year.

It’s no wonder the Brookings Institution was drooling over so much “cost-efficiency” when it comes to investing “in Africa’s future” and for the US to “stay competitive” in Africa. YALI certainly looks prettier than AFRICOM.

A few success stories though don’t seem to rival the steady stream of African footballers making a splash in Europe – and then reinvesting most of their profits back home. The Trump years did see a reduction of YALI’s funding – from $19 million in 2017 to roughly $5 million.

So many leaders to ‘train’

Predictably, the Joe Biden White House YALI-ed all over again with a vengeance. Take this US press attache in Nigeria neatly outlining the current emphasis on “media and information literacy,” badly needed to tackle the “spreading of disinformation” including “in the months leading up to the national presidential election.”

So the US, under YALI, “trained 1,000 young Nigerians to recognize the signs of online and media misinformation and disinformation.” And now the follow-up is “Train the Trainer” workshops, “teaching 40 journalists, content creators, and activists (half of whom will be women) from Yobe, Borno, Adamawa, Zamfara, and Katsina how to identify, investigate, and report misinformation.” Facebook, being ordered by the FBI to censor “inconvenient,” potentially election-altering facts, is not part of the curriculum.

YALI is the soft, Instagrammed face of AFRICOM. The US has participated in the overthrow of several African governments over the past two decades, with troops trained under secrecy-obsessed AFRICOM. There has been no serious Pentagon audit on the weaponizing of AFRICOM’s local “partners.” For all we know – as in Syria and Libya – the US military could be arming even more terrorists.

And predictably, it’s all bipartisan. Rabid neo-con and former Trump national security adviser John Bolton, in December 2018, at the Heritage Foundation, made it crystal clear: the US in Africa has nothing to do with supporting democracy and sustainable development. It’s all about countering Russia and China.

When it learned that Beijing was considering building a naval base in oil-rich Equatorial Guinea, the Biden White House sent power envoys to the capital Malabo to convince the government to cease and desist. To no avail.

In contrast, Russian Foreign Minister Sergei Lavrov was received like a superstar in his recent extensive tour of Africa, where it’s widely perceived that global food prices and the fertilizer drama are a direct consequence of western sanctions on Russia. Uganda leader Yoweri Museveni went straight to the point when he said, “How can we be against somebody who has never harmed us?”

On 13-15 December, the White House plans a major US-Africa Leaders Summit in Washington to discuss mostly food security and climate change – alongside the perennial lectures on democracy and human rights. Most leaders won’t be exactly impressed with this new showing of “the United States’ enduring commitment to Africa.” Well, there’s always YALI. So many young leaders to indoctrinate, so little time.

Once again Dmitry Medvedev, the deputy chairman of Russia’s Security Council, has served the role of issuing more severe 'read between the lines' warnings and threats fresh off President Vladimir Putin's Wednesday speech announcing partial mobilization of national forces and which confirmed referendums of occupied portions of Ukraine to join the Russian Federation. 

Putin's most alarming line came when he said, "If the territorial integrity of our country is threatened, we will certainly use all the means at our disposal to protect Russia and our people," following with "It’s not a bluff." He had also stressed Moscow is ready to use "all available" means to protect its "territorial integrity". 

Medvedev has taken the president's words further in Thursday statements, stressing that regarding Russian-seized territory and the move to vote in several areas - including the LPR, DPR, Kherson and Zaporozhye regions - "there is no going back" and that even a 'nuclear option' could be on the table.

So, after lots of speculation, we now know that the Kremlin has decided to mobilize about 300’000 soldiers from a total mobilizational potential of 25’000’000 soldiers.  That’s just a little over 1% of Russia’s mobilizational potential.  We are talking only about those soldiers who have an official status of “reserves” and all of them will have to undergo a special training before being sent to the Ukraine.

A few comments about this decision:

  • It will take Russia a few months to gather and retrain (refresher courses) these forces and they will not be immediately available to protect the Lugansk, Donetsk, Zaporozhie and Kherson regions during the upcoming referendum on to whether to join Russia or not.  The 3rd volunteer army corps is already deployed in the south and could greatly assist in this.
  • Putin and Shoigu gave several reasons for this decision, including the very long line of contact, the direct involvement of NATO personnel who are now running the Ukronazi regime in Kiev and the threats by the West to dismantle Russia.
  • Shoigu indicated that the UAF lost about 50% of its personnel (over 100’000 soldiers out of a total potential of about 200’000).  He also added that most of the Ukrainian weapons systems, which were of Soviet origin, was mostly destroyed.  Russian KIAs are just under 6000 soldiers.
  • Shoigu also clearly spelled out that “we are not so much fighting against the Ukraine but against NATO plus the united (collective) West“.
  • Shoigu also mentioned that all of the NATO satellite capabilities (70 military and 200+ civilian satellites) are used against Russia right now.
  • Finally, Shoigu added that NATO high precision weapons are deliberately used by NATO commanders to terrorize civilians.

In other words, Russia is preparing for an escalation of this war in the coming months.  She is basically augmenting her forces to a level which could deal with a major NATO escalation in the Ukraine (and elsewhere as not all mobilized forces would have to be combat units; deploying more C4ISR capabilities, logistics/supply forces or civil affairs and counter-terrorism units would also make sense).

The other big news of the day is, of course, that Russia will back and accept the outcome of the referendums in the four regions mentioned above.

Frankly, I have mixed feelings about this decision, but I understand that the Kremlin simply had no other option for the following reasons:

  • This decision put away the thorny issue of “will the Russians stay or leave”.  Once the four regions vote to become part of Russia (which most opinion polls say will happen), they will forever retain that status.
  • With all the rumors in the West about a limited use of nuclear forces, by making these four regions part of Russian proper, not just de facto but also de jure, Russia extends her nuclear umbrella over them (Russian military doctrine allows for the use of nukes if the territorial integrity and safety of Russia are under threat).

Alexander Mercouris noticed how Russia first went for a "Syria-scenario" in Ukraine; limited Russian military support -in Syria the pro-Assad forces only did get help...Now Russia-in Ukraine-facing more NATO agression-decided (no doubt with silent support of SCO, China, India, Iran etc) to "get involved".

Given the western political tunnelvision will "the west" now start its own mobilization ? Escalate the Ukraine war even further "weakening" not only Russia but EurAsia further ? 

My impression -far right may win Italian elections- (berlusconi has good relations with Putin) -"Europe" could start "moving" away ...

In the north of Ireland (UK occupied) catholics now are a majority-willing to be reunited with the rest of Ireland. Scotland wants to break away from "London" (DJ-They both may decide not to try to get another referendum...but decide for themselves. Putting the EU in a difficult spot-Ireland, Scotland are pro-EU, bojo/truss are anti EU...so which side will this EU support ?)

Military documents Classified as "SECRET" from NATO, have been revealed publicly, and they show the extent to which NATO is actively assisting Ukraine with targeting info to KILL Russian troops.   The release of these documents proves that NATO is, in fact, an actual facilitator of combat against Russia in Ukraine.  What NATO is doing is actually CAUSING Russian troops to die.

 The documents below were secured by criminal computer hackers working against Ukraine.  The hacker group calls themselves "BEREGINI."

I have had no contact with anyone from that group and I did not solicit these documents, or participate in any of the efforts which got them.

The Hackers posted the documents publicly on the Internet.   That's where I got them.

Below, you will see screen shots of SOME what the Hackers made public.

For the most part, they are GPS targeting coordinates, with Identifying categories listing what type of Russian military hardware is at each location, so Ukraine can attack them and destroy or kill them, like this one:

Ukraine has used this type of information over and over, to attack and kill Russian Army troops.

Other documents released by the Beregini Hacker group include NATO Maps of Russian Electronic Warfare gear, and Counter-Battery Radar positions, like this one:

 

And when NATO supplies such maps to Ukraine, they also include a detailed description of exactly what is at each location.   Like this for the map shown above:

 

In many cases there are lengthy lists of military GPS coordinates, the type of equipment at each GPS point, thus giving Ukraine literally dozens of targets at a time, to hit, like this one:

 

Americans and Europeans need to understand, this is NOT benign "assistance" to Ukraine.  This is military operational and targeting information specifically designed to help Ukraine attack and destroy by force, the military of Russia.

This violates the NATO Treaty!

Specifically, Article 8 of the NATO Treaty provides as follows:

Each Party declares that none of the international engagements now in force between it and any other of the Parties or any third State is in conflict with the provisions of this Treaty, and undertakes not to enter into any international engagement in conflict with this Treaty.  (Emphasis mine)

 

The Treaty specifically requires NATO member states "not to enter into any international engagement in conflict with this Treaty" and yet that is precisely what NATO itself is doing with the Russia-Ukraine situation.  They have "entered into" an "international engagement" . . .

On its face, NATO's activities with Ukraine are entering into an engagement . . . NATO is supplying intelligence and literal targeting information.   That, in and of itself, is entering into an engagement!

Aside from violating the NATO Treaty, what NATO is doing is causing Russia to have to decide whether WE are "combatants" against Russia?  If Russia decides that we ARE "participants" then Russia would have a legal right to bomb . . . us.

Think about that.

Right now, most Governments do things that are commonly said to be evil when perpetrated by an ‘enemy’ country but which are simultaneously considered to be okay when one’s own Government does it. For example, the U.S. Government invaded Iraq in 2003 on the basis of purely lies (for which no one was held to account, and which lies were themselves subsequently lied-about by saying they had been only ‘intelligence failures’ though they weren’t at all that), but this same U.S. Government is now pouring the most vicious terms of condemnation upon today’s Russian Government for invading Ukraine after the U.S. anti-Russian military alliance NATO had announced unanimously on January 7th that Ukraine’s application to join that anti-Russian military alliance on Russia’s very border and thus to allow the U.S. Government to position its nuclear missiles in Ukraine within only a five-minute striking-distance from Russia’s central command in Moscow, was going to be accepted. If Russia fails to win control over enough of Ukraine so as to block that from ever happening, then the very real prospect will exist that the time-window for a U.S. blitz nuclear annihilation of Russia’s central command in Moscow will become far shorter than the half-hour time-frame for the Soviet Union to annihilate America’s central command in Washington DC was when JFK threatened Khrushchev with World War III if the Soviet Government were to place its missiles in Cuba. Obviously, that’s unacceptable for any country; it was unacceptable for Americans during the 1962 Cuban Missile Crisis, and it would be even more unacceptable for Russians today, because, whereas Cuba is 1,131 miles from DC, Ukraine is (at its nearest point to Moscow) only 353 miles from The Kremlin — and missiles today are far faster than they were in 1962.  

America’s voters don’t want to acknowledge that they were fooled, by lying Presidents and by their stenographic ‘free press’ transmitting Governmental lies — they were thus deceived into invading and destroying Iraq in 2003, and Libya in 2011, and Syria in 2011. U.S. is globally the most frequently mentioned nation as being “the greatest threat to peace in the world today.” The biggest threat to peace isn’t Iran, and isn’t Russia, and isn’t China, and isn’t Venezuela, but it is, in fact, their mutually shared and actually aggressive enemy, the United States of America, which wants to dictate to them all — this imperialistic dictatorship demands to impose its ‘democracy’ throughout the world, as it has tried to do in hundreds of coups and invasions. It destroyed Iran’s democracy in 1953. It destroyed Guatemala’s democracy in 1954. It destroyed Chile’s democracy in 1973. And there are many other such instances, less well-known — including many even after the so-called ‘ideological’ Cold War ended in 1991. But the American people obviously don’t want to know, and don’t even care, about the ugliness of the Government that they allegedly ‘elect’ (but really do not — and they don’t want to know that, either). Americans aren’t physical slaves, but are mental slaves — they don’t even want to know the reality, of the regime that rules them.

As A.B. Abrams’s 2021 World War in Syria: Global Conflict on Middle Eastern Battlefields stated in its Chapter 1, regarding what was actually an obsession by the U.S. regime to take control over Syria as soon as the French imperial regime lost Syria in the wake of WW II, “The first [coup in Syria, the CIA’s actually second coup, the one in Thailand in 1948 having been its first-ever coup] was engineered by the U.S. Central Intelligence Agency (CIA) against the government of President Shukri Al Quwatli.11 The [Al Quwatli] administration was targeted primarily due to its lack of enthusiasm for [actually its opposition to] a major American project, the Trans-Arabian Pipeline, which was intended to transport Saudi Arabian oil to Europe through Syrian territory. Quwatli’s replacement, a general with a ‘strong pro-French orientation’ named Husni Al Zaim, ran what Pentagon cables described as an ‘army supported dictatorship’ with a ‘strong anti-Soviet attitude.12 His government approved the pipeline in its first week in power, but was overthrown five months later by colonel Sami Al Hinnawi whose short-lived administration was itself toppled by another colonel, Adib Shishakli, in December [1949]. Shishakli’s pro-Western government lasted four years before a coup deposed it and restored national elections. Al Quwatli was then re-elected in 1955, and his administration distanced itself from the West as a result of the CIA’s involvement in the original March 1949 coup.” This bit of history alone is sufficient to show that at the start of the CIA by U.S. President Truman in 1947, Truman’s Government was fixated upon robbing the peoples of other countries — which Governments it would label as being ‘communist’ though they were not and were ONLY trying to establish or continue democracy, which the U.S. regime would NOT allow — in order to enrich America’s own and allied billionaires, such as the Saudi royal family, and, of course, the U.S.-and-European billionaires who would ALSO get a cut into the marketing and distribution of the Saud family’s oil sales. Clearly, therefore, that bit of history constitutes virtually a proof that as soon as FDR died and WW II was over, Truman turned the U.S. Government into the U.S. regime that we know today, a hegemonic imperialistic-capitalist, or fascist, dictatorship by America’s super-rich as now constituting America’s aristocracy controlling the entire then-nascent growing U.S. empire — grab, grab, grab, all the way. For example: as was documented by the link at the opening here, the U.S. regime’s invasion of Iraq in 2003 was no mere fluke or ‘intelligence error’ (such as the billionaires’ media portray it) but instead it was just another part of the entire post-FDR U.S. global dictatorship, which constantly lies through its teeth in order to further enrich its insatiably grasping billionaires and their foreign business-partners, all being an international-gangland operation that they have the nerve to call ‘democracy’ (and, so, to insult that noble term).

Americans prefer to remain deceived, and to blame-the-victims — Iran, Russia, China, Syria, Venezuela, etc. — even as our Government imposes entirely unjustified and unjustifiable strangulating economic blockades (“sanctions”) against countries that America’s voracious and vicious megacorporate aristocracy (America’s billionaires) want to control, so as for those lands to become additional parts of the U.S. regime’s global dictatorship, and for those super-rich vampires to suck dry even of their independence.

This is a 1984 country, where white is black, good is bad, war is peace, deception is routine, and the masses are satisfied, with their intellectual enslavement, to these lies and liars — their masters.
