The Jakarta Post reports that West Java short of funds in fight against bird flu.

Funding constraints emerged as a major stumbling block Monday after an emergency meeting of West Java Governor Danny Setiawan and the province's regents and mayors to curb the spread of bird flu. 
No key decisions were made about tackling the problem in the province -- now second only to Jakarta in the number of recorded cases -- as representatives of local governments and hospitals warned of a severe lack of funds to tackle outbreaks. 
West Java health office data recorded infections among poultry in 19 of 25 regencies as of Monday.

It's not an encouraging story.
