 The deputy to DHS gave a briefing today re: Katrina and "Lessons Learned". In it were buried some interesting little tidbits. she mentioned that DHS will be starting an education program for children re: PREPAREDNESS (!!!), because they know that the kids will essentially nag their parents. In her disaster list she very qietly mentioned pandemic (she lowered her voice).

I still believe that the govt. is quietly trying to raise the level of awareness in the population. They're afraid of creating panic. Instead of properly educating everyone. I contacted my county OES and queried them as to what preparation they are making to keep the water safe and was given a "huh?"

CREATING A CULTURE OF PREPAREDNESS

"...The second element of our continuing transformation for homeland security perhaps will be the most profound and enduring—the creation of a Culture of Preparedness. A new preparedness culture must emphasize that the entire Nation—Federal, State, and local governments; the private sector; communities; and individual citizens—shares common goals and responsibilities for homeland security. In other words, our homeland security is built upon a foundation of partnerships. And these partnerships must include shared understanding of at least four concepts:

  • The certainty of future catastrophes;

  • The importance of initiative;

  • The roles of citizens and other homeland security stakeholders in preparedness; and

  • The roles of each level of government and the private sector in creating a prepared Nation."

    KSDK-An all day summit was taking place Thursday on how to prepare Missouri in case of a pandemic from the bird flu.

    Governor Matt Blunt and the Deputy Secretary for the U.S. Department of Health and Human Services were in St. Louis for the summit, which is being held at St. Louis University.

    The reason this summit is important is because health officials say it's not a matter if, but a matter of when a pandemic will arrive.

    Thursday morning, Alex Azar, the Deputy Secretary of the U.S. Department of Health and Human Services, said "Pandemics happen. We are overdue and we are underprepared. We need to be better prepared at the local level. The more and better prepared we are, the more lives we will save."

    During the summit, Governor Blunt and the deputy secretary signed a resolution which commits the state and federal governments to planning efforts.

    The U.S.Health Department is holding these pandemic planning summits in all 50 states.

    The federal government is giving Missouri almost $1.9 million in financial help for planning.

    So far, 170 people worldwide have been infected with the bird flu. But, it hasn't been transmitted from human to human, which is the big concern.

    The deputy secretary says this is the most important public health threat we face today.

    "If no one prepares the consequences of a pandemic will escalate. Medical centers will be overwhelmed, schools will be closed, transportation will be disrupted, food and fuel will be in short supply and there will be phone and telecommunication outages," says Azar.

    The reason this bird flu virus is so dangerous to humans is because it is a new virus and humans have not built an immunity to it.
