"Reports about new infections of the avian
influenza virus have taken 17 days on average to reach WHO"
.

This would be too late. According to Shigeru Omi, director of the WHO's
Regional Office for the Western Pacific, the crucial period for containing a
new virus lies in the first two to three weeks after it appears."

Information must not be withheld and must be disclosed immediately.
Governments must also enact legal measures to curtail the public
movement and activities of residents to prevent a further spread of
infection."

" JAN 30 -- The World Health Organisation (WHO) says it is preparing a
new plan to ensure rapid detection of a global flu pandemic and swift
containment of a stronger new virus.

A WHO spokeswoman says a draft for rapid response and containment
against pandemic influenza has been posted on the agency's website for
suggestions from health professionals.

Under the plan, national health authorities would be responsbile for
alerting the WHO within 24 hours of any sign that could herald the start
of an influenza pandemic, triggering guidance on containment measures,
including quarantines."

If this is correct it is truly bad news.  "On average" means that some reports have taken considerably longer.

Let's see, I am a WHO regional rep in Upper-Lower Nowhereland.  I am in a small village that has electricity and telephone service to about 10% of the homes.  People are dying all around me of flu, and I can not remember the telephone number to WHO regional headquarters, so I file a written report that will go out in the morning over the mountain trail via burro to the nearest town along the highway where the report will be picked up by the bus that comes along every other Thursday.......

Gosh, that reminds me of the supposed Yellow Fever outbreak among the Indians in Peru.
