If a country of 58 million people can totally ignore the virus as death rates increase, then there will always be a reservoir for the virus to play around in.  

Reading between  the lines it sounds like a poor country that can't afford to vaccinate. This is where the WHO should step up and pay for the program. But their prime minister does make a good point about a vaccine for HIV.

These poor countries  will be the source  of reinfections  for years 

if we don't help them out........
