Officials fabricate number of ducks culled to siphon compensation money

People in Lien Vi village, Yen Hung district, Quang Ninh province sent us a letter accusing local officials of making up the number of ducks culled to prevent the outbreak of bird flu in order to get more compensation money.

The accusations were true as there was no bird flu reported in the village. Geese, ducks, chicken were running around, swimming in lakes and making their usual noise on January 19 when reporters visited the village.

Local people guided us to the burying ground where officials claimed at least 16,000 female ducks, weighing between 1 and 1.5 kg were culled and buried to prevent bird flu. Local officials said they received order from the district to kill only ducks to prevent the outbreak of bird flu because ducks were the most vulnerable.

The mass culling took place on January 6, 2006 in the witness of officials from the district. No outbreak of bird flu was reported in the area.

Local officials then prepared a list of 70 families having ducks being culled and eggs destroyed on the day to get compensation money. Districts officials, local officials and representatives of local households stamped and signed the list.

The district had transferred more than VND 300 million to the village to compensate local people for the birds being culled and the eggs being destroyed, upon receiving the signed list made by officials carrying out the culling work in the village.

According to the culling policy, compensation money for each duck is VND 20,000 and for VND 500 for an egg being destroyed.

The outbreak of siphoning compensation money took place when local people got hold of the compensation list, in which many households having no ducks culled in that day received a large amount of compensation money and many households received more money than the actual number of birds being culled. Even a man from the village who was not breeding ducks but working in the southern part of the country was on the compensation list.

The Party secretary of Lien Vi village, Pham Van Minh, halted the payment of compensation money after receiving the list from local people. He confirmed that many households in the list were not breeding ducks or have already sold their ducks before the cull took place.

It was reported that local people wanting to have their names on the compensation list without having to destroy their ducks or destroying less ducks had to advance to the accused officials half of the amount of compensation money they would receive. Some officials were reported returning the money to local households to get out of the siphoning scam whilst some local people, fearing they would not receive the compensation money, asked for their “advance” money back.

District officials turned down our request for an interview, authorising a spokesperson to inform us that the district had no knowledge of the scam.

There was no bird flu outbreak reported in the area. It is unclear why there was an order to kill only ducks, not chicken and geese, despite the fact that these birds live together. The odd part of the whole scam is that only female egg-bearing ducks were culled, no ducklings, or male ducks appeared on the list. According to the list, only 1,150 eggs were destroyed comparing to 16,892 female ducks being culled.

And as there are many ducks, geese and chicken in the village, running and swimming around, it is not difficult to figure out the purpose of the order to kill that many ducks, and only ducks, in Lien Vi village.
